Shall the county impose a gross receipts tax in the amount of 3/16 of 1 percent dedicated to fund cultural programs and activities provided by a local government and cultural programs, events and activities open to the public as provided by contract or operating agreement with non-profit or publicly owned cultural organizations and institutions, which shall not be used for capital expenditures, endowments or fund-raising.
