Candidate for District 28 state representative

Name: Jimmie C. Hall (i), Republican

Age: 59

Campaign Web site address: www.jimmiehall.com

Occupation: Semi-retired and part-time executive director of the New Mexico 4H Youth Development Foundation

Family: Married 32 years; one daughter

Education: Bachelor's and master's in agriculture from West Texas State University (West Texas A&M University)

Please list the experience you think would make you a good state representative.

Twelve years as president and CEO of the Production Credit Association of New Mexico; five years as executive director of the New Mexico 4H Youth Development Foundation; six years as the appointed public member of the New Mexico Livestock Board (elected by the board as secretary/treasurer); three years as a member of the New Mexico Drought Task Force, Agricultural Assessment Group; three years as the Mission Elder in the Sandia Presbyterian Church

Have you ever been arrested or charged with a felony or misdemeanor? If yes, explain. No, none other than traffic violations.

What is the best meal you can cook from scratch?

Either red chile cheese enchiladas or spaghetti with marinara sauce.

Last book you read: "Alexander Hamilton"

What was your biggest mistake in life and what lesson did you learn?

Not taking time for family. You need to enjoy your family.

A recent report by the Fiscal Policy Institute found that states with a minimum wage above $5.15 have had faster job growth in the small business and retail trade sector than states with the federal minimum wage. Given that, would you support a statewide minimum wage of $7.50. Why or why not?

I do not support a minimum wage at the state level. I feel it is a federal issue and better enforced at the federal level.

The Legislature in 2007 will consider some ethics reforms. What one change would you make to improve ethics in our state government?

Require monthly reporting and prohibit exceptions form reporting. Require disclosure of any gift, cash, meals, green fees, etc., of $20 or more.

Would you vote to repeal the death penalty in New Mexico? No.

Would you support and fund a way for the Legislature to keep better tabs on public building projects? Yes.

Would you support a measure that would allow chronically ill patients to use marijuana?

No, not until such a measure would not violate federal law.

What more should New Mexico do in response to drought?

Be aggressive in eliminating non-native species such as Russian olive and salt cedar trees. Implement cloud seeding to increase rainfall; grant tax incentives for agriculture to increase conservation such as drip irrigation systems and circular sprinkler low to the crop sprinklers. Require all levels of government to identify and develop alternative water source that would be put on line in droughts.

What can be done to improve the states public schools?

Require parental involvement in their child's education. Continue to improve the total professional educator staffs salary structure. (Implement a state income tax waiver for teachers; this would put more dollars in their pockets.) Return discipline to the schools and aggressively pursue truant students and their parents.

Is the current system for allocating the states capital improvement money working? Why or why not? What specifically would you change?

The current process is ultimately controlled by the governor through his line item veto. The House of Representatives process is cumbersome, burdensome and political. I favor a process that divides the funds (commonly called pork) three ways with the governor, Senate and House getting equal shares. Put the responsibility back on the individual legislator to allocate and prioritize their individual capital outlay amount.

Should the state build another prison to deal with the increasing inmate population? Yes.

Would you support an increase in lawmaker per diem or a salaried Legislature?

At this time, neither. I want to see what recommendations the ethics panel puts forth.

What is the greatest need in your district?

There are two that are equal in priority: Quality schools staffed with educational professionals and public safety

How long have you lived in your district? 14 Years
