The next City Council meeting is at 5 p.m. Monday, in the Vincent Griego Chambers, One Civic Plaza.

What's on tap

The budget: Mayor Martin Chavez vetoed $9 million in funding for Bernalillo County's Metropolitan Detention Center last week, and this is the council's chance to override it.

Tax districts: Councilor Michael Cadigan says special tax increment districts should be limited to infill and redevelopment projects, rather than big developments like the 55,000-acre SunCal project. He's proposing a bill to make that law. SunCal doesn't much care for the proposal, and Chavez administration isn't enthusiastic either.

Recall: Councilor Craig Loy wants to make it harder to recall councilors. His proposal, which would have to be approved by voters in October, would see signature requirements rise from 25 to 33 percent of the voters in a district. Those looking to launch a recall drive would also have to demonstrate "misfeasance or malfeasance."

Energy: Efforts to limit carbon emissions have reached the council. This measure, from Councilors Cadigan, Martin Heinrich and Isaac Benton would impose energy efficiency standards for new buildings and major retrofits around town. The sponsors argue it's a good way to save money on energy and help the environment. Status: headed to the full council.

Council pay: City councilors get paid just under $10,000 per year - not nearly enough to make up for the time committed, says Councilor Ken Sanchez. He's pushing a bill that would give voters a chance to raise salaries to about about $29,000. It's in committee.
