DNA on the body of a woman found dead in the Rio Grande was the link that led deputies to their suspect, according to an arrest warrant unsealed today.

Jesse James Ingram, 29, pleaded not guilty today in state District Court in Albuquerque to charges that he raped and killed Norma Moya on July 27 in the South Valley. He was arrested Aug. 30.

Bernalillo County Sheriff's deputies found Moya's body submerged in the Rio Grande. An autopsy revealed she had been shot once in the back of the head and was strangled.

Moya went missing while taking her dog for a walk July 26 near her South Valley home. The dog returned to the home without its collar or chain.

Near the body, deputies found a dog leash, blood, a spent bullet casing, a necklace, one shoe string and a folding knife.

Samples were also taken from the body and examined by the Forensic Science Center.

DNA was found on the shoe string and folding knife. It also matched DNA found on Moya's body, according to the warrant.

The samples were checked against the Combined DNA Indexed System, and a match was found to Ingram, according to the warrant.

Ingram previously pleaded guilty twice to drug-related charges in the 1990s and to burglary charges in 2000, when he served 18-months probation, according to court records.

He is charged with murder, two counts of criminal sexual penetration, assault with intent to commit a violent felony, kidnapping and possession of firearms by a felon.
