He told lawmakers - such as Republican House Speaker Tom Craddick (right) and Rep. Harold Dutton, a Democrat (background) - that U.S. foreign policy has focused too heavily on the Middle East and virtually ignored Latin America. Richardson also said that, if elected, he would meet with leftist Venezuelan President Hugo Chavez as part of a broader Latin American policy plan.
